We propose a model of a firm that differentiates prices for finished and unfinished housing. The demand for housing is formed by consumers solving a dynamic utility maximization problem. The proposed formulation of this problem takes into account the fact that the purchased apartment may be available for consumption only after a certain time. In this case, at the moment of receiving the ready-made apartment the consumer gets rid of the need to pay the rent for the apartment in which he previously lived. Numerical calculations based on the data typical for the Moscow housing market have shown that relatively poor segments of the population prefer to pay for the apartment when it is not ready. At the same time the lower the rent rate, the higher the price of unfinished apartments and the relatively lower the share of consumers who prefer to buy the

Contractual savings for housing (Bausparkassen) with narrow ranges of tariff plans are used to coexist with banking hypothec, providing consumers a binary choice . We propose to form systems (lines) of savings and loan tariff plans (SLTP) for bank accounts «linking» these two mortgage institutions. We consider properties of lines of SLTP and develop a model for their design and analysis. Experimental calculations indicate that parameters of the line of SLTP may be selected so that efficiency of the mortgage system rises for all involved agents – consumers, banks and governments. Finally we analyze the impact of parameters of SLTP on objective functions of the agents

We develop a dynamic model for analyzing the programs of contractual savings for housing (CSH). We introduce concepts of stability as well as strong and weak stability of trajectories generated by CSH programs, and obtain the necessary and sufficient conditions that guarantee fulfillment of these properties. Experimental calculations indicate that CSH programs ensure stable financing of its members under wide range of variation of parameters which are close to real data

A sequential truel is a generalisation of duel. This type of games is known because of the «survival of the weakest» paradox, where weakest player have the highest probability of survival. We analyse a typical variation of this model, in which players are allowed to shoot in the air. We show that there exists a SPE-equilibrium, where the strongest player, against the paradox statement, has the highest probability of survival

Modern Russian bank mortgages are not widely available to low- and middle-income households due to the high cost of housing, high interest rates and strict requirements for borrowers. There are reasons to believe that the solvent demand for mortgage loans may be increased through the development of collective savings institutions and cooperatives, such as сontractual savings for housing (Bausparkassen), housing savings accounts, housing savings and housing building cooperatives. This study analyzes foreign and domestic experience of their formation and functioning. It is shown that in the current Russian conditions, Bausparkassen and housing savings accounts are the most promising institution providing accumulation of savings of the general public for the purchase of housing. It is advisable to develop corporate programs to help employees to purchase housing, and combine them with savings and loan programs. Recommendations have been developed to improve legislation aimed at establishing and improving collective savings institutions. The book is based on the research conducted under the state contract No. GK 17/235 dated November 13, 2017. "Improvement of legislative regulation in order to increase the affordability of the population's own housing, including the development of mortgage lending mechanisms, сontractual savings for housing, share building, housing building cooperatives

Ocean-bottom seismographs based on broadband MET sensors: architecture and deployment case study in the Arctic

The Arctic seas are now of particular interest due to their prospects in terms of hydrocarbon extraction, development of marine transport routes, etc. Thus, various geohazards, including those related to seismicity, require detailed studies, especially by instrumental methods. This paper is devoted to the ocean-bottom seismographs (OBS) based on broadband molecular–electronic transfer (MET) sensors and a deployment case study in the Laptev Sea. The purpose of the study is to introduce the architecture of several modifications of OBS and to demonstrate their applicability in solving different tasks in the framework of seismic hazard assessment for the Arctic seas. To do this, we used the first results of several pilot deployments of the OBS developed by Shirshov Institute of Oceanology of the Russian Academy of Sciences (IO RAS) and IP Ilyinskiy A.D. in the Laptev Sea that took place in 2018–2020. We highlighted various seismological applications of OBS based on broadband MET sensors CME-4311 (60 s) and CME-4111 (120 s), including the analysis of ambient seismic noise, registering the signals of large remote earthquakes and weak local microearthquakes, and the instrumental approach of the site response assessment. The main characteristics of the broadband MET sensors and OBS architectures turned out to be suitable for obtaining high-quality OBS records under the Arctic conditions to solve seismological problems. In addition, the obtained case study results showed the prospects in a broader context, such as the possible influence of the seismotectonic factor on the bottom-up thawing of subsea permafrost and massive methane release, probably from decaying hydrates and deep geological sources. The described OBS will be actively used in further Arctic expeditions
